My group and I decided to pay our visit to the Heer village. The first and foremost problem we came across over there was that the roads were unmetalled and we found it very difficult to reach inside the community because it had rained that day, which eventually made the condition of the roads a lot more worse. It was all muddy and we barely got out of it safe without getting our car stuck. Upon talking to the people of the village about major problems that they face in their area, a man of around age 40 came forward and told us how he has lost his father two years back just because they couldn’t get him to the hospital on time and he passed away on the way. I could see the pain, the sadness and a lot of complains in his eyes. He further told us that they don’t even have a hospital nearby, it’s just a dispensary where people of the Heer take their loved ones but they cannot get the proper treatment over there. Also, they cannot even reach that dispensary on time because of the poor conditions of the roads.
As we talked to the other people of the community, we found out that over the past few year the whole village has been terrorized by the packs of deadly stray dogs. As the Heer village is around the undeveloped area of Defence, streets are often empty at night as people refrain from going outside even for Isha Prayer in the local mosque. Many children have been seriously injured. A series of disturbing attacks have resulted in severe injuries on at least 7 people just this month only as narrated by a middle aged man of the community. Children aged between 5 and 13 mostly fall prey to the attacks of this nature in different areas around the village.
One positive thing we noticed in the people of Heer was that even though it is an underdeveloped area, majority is underprivileged and living below the poverty line but it is one of their principle priorities to educate their children .There are separate schools for the boys and girls. Also there is only a girl’s college in the community where male students are strictly prohibited. The college is located in the center of the community as the campus is quiet huge with the capacity of 1700 female students passing out every year. It demonstrates that the attitude of this community is dynamic and progressive. Unlike other backward communities and people living in the rural areas, they were ready to learn and grow so they can make the future of their children brighter. If the government decides to come forward and help them, they can grow into a developed and well mannered community as the people of Heer are ready to go to any distance in order to make their living standards better than what they are right now.
When we visited the Heer village, local people of the area told us about so many problems they are facing in their everyday lives. The one problem, that tops all the other problems in the community, is an increase in the number of deaths, especially of the children and elderly people. Two main reasons of the deaths told by the local people are: One, the stray dogs that go around biting people of the village and two, elderly people getting sick and having no access to proper treatment or medication. Both of the problems result in a large number of deaths as there is no hospital in the village where they can take their patients. Only a dispensary is there, which is located a few kilometers away from the village but the patients can hardly reach there on time because all of the roads in the village are unmetalled and in the poor condition but it gets even worse in the bad weather conditions. So most of the times when they take the patient to that dispensary, they tend to pass away as they don’t make it there on time.
The attacks by the stray dogs have been reported to the Police many times by the local people, but nothing has been done instead the dog attacks have escalated, resulting in the high number of death rate. The local people of Heer community have started hunting down and killing these stray dogs by themselves. There has been a few arguments and fights that have erupted between people as in this effort of making the village a safe place and confusing all the dogs as deadly stray dogs, some pet dogs have also been killed accidentally. Even after reporting it to the local police several times, the police has taken no action nor do they intend to. Instead, the police has made it clear to the people of community that this kind of work falls under the Department of Public Health, not them.
People of the community told us that this issue has also been raised in front of the UC chairman and other high authorities numerous times but the government is not doing anything for the community at all.
“ We are literally facing issues in our day to day lives due to the menace of stray dogs as due to untimely action they have become a curse for the people here.” Says a Local Shop owner.
Upon asking the UC Counselor about this problem, he has showed no seriousness and stated that the people are only exaggerating the problem. People have killed a couple of dozen of stray dogs in the past month and due to that around 7 to 8 people have been injured. Local people stated that they are not afraid of the injuries they might get while killing those stray dogs because they have become a serious threat to the whole community and since the authorities are not ready to help them, they are planning on helping themselves and killing any stray dog they find so they people of the community can feel safe again.

Heer community is going through many crisis as we noticed a lot of things there that need government’s attention. One of the main problem that the people of community are facing in their everyday life is of transportation due to unmetalled roads in majority part of the area where as the rest are broken roads. Not even a single road is a metalled road in the community.
It seems like no action will be taken on reconstructing the roads in the community so that people can reach to their destination easily and on time. The main road of the Heer community is an unmetalled road which leads toward their only dispensary. Both the schools for girls/boys and the girls college is situated on the same route. Due to this crisis it has become a major issue for the workers and laborers who find it difficult to be able to reach their fields and construction site, which eventually results in their lower income and has an adverse effect on their livings. Secondly, it takes unnecessary time to take patients to their local dispensary in case of any emergency which usually results in uncountable deaths especially during monsoon season because the vehicle gets stuck in the mud and there is no way to reach the dispensary, neither do they have any ambulance service in the area. It is one of the main cause of increasing frustration and zero tolerance among the residents of Heer community.
Many governments have changed over the period of time and the people of Heer community has tried to reach many government officials for this purpose and related to this important matter but no action has been taken so far.
